The French-German border is allowing only goods and commuters to pass

The European Union’s executive commission will propose a gradual reopening of borders across the 27-member bloc on Wednesday, with all eyes on the summer.

“We will have a summer tourist season,” said Economy Commissioner Paolo Gentiloni.
