John Abdulai Jinapor, the Finance Minister’s nominee, has raised concerns over the limited availability of meters and called for urgent reforms to address challenges with the Electricity Company of Ghana’s (ECG) metering system.
During his vetting on January 13, 2025, Jinapor disclosed that out of the 5.2 million meters under ECG’s management, 4.8 million are active, but about 3 million are malfunctioning.
“The ideal approach is to prepare meters, especially smart meters that can meet all the necessary requirements. My meeting with ECG revealed that they have about 5.2 million meters, of which 4.8 million are active. However, about 3 million of them are not functioning properly,” he highlighted.
Mr. Jinapor also underscored the frustrations of consumers who have been unable to obtain functional meters.
To address these issues, he proposed the introduction of smart meters to improve efficiency and meet market needs, suggesting this as a potential policy shift to make meters more accessible.
“They would need to replace a minimum of 2.9 million meters to satisfy the market. People want meters, but they are unable to get them. Technology is advancing, so we’re exploring the possibility of selling the meters and allowing people to buy them,” he explained.
