Ing Frank Kwofie Pinto, who was elected as the Chairperson of the Ghana Institution of Engineering, Greater Accra, for the next Council period (2025-2027), has backed the appointment of Ing. Edward Obeng Kenzo as acting Chief Executive of Volta River Authority (VRA).

Ing. Pinto applauded President Mahama and the Energy Minister, Hon John Jinapor, for making the right choice for the VRA.

He added that tracing back to the days when Ing KENZO was made to manage the Osagyefo barge through the time when he was Thermal Director to the times of Deputy Chief Executive in charge of Engineering and Operations, there was so much transformation under his leadership and believes Ing KENZO can do better as a Chief Executive of the VRA.

Ing Pinto earlier served on the GhIE Council when he was the Chairperson of GhIE for Central, Western and Western North regions during the 2021-2023 Council period. His time as Chairman of the three regions saw high GhIE visibility and membership drive. He managed to secure the GhIE an office on the auditorium of TTU campus which brought GhIE to the doorstep of members in the three regions, and also held one of the most well attended conferences in the history of the Institution.

During a short interview with him at the just ended 55th AGM and 2025 conference in Accra, he reaffirmed that he’ll strategize to improve membership drive, increase GhIE visibility and industrial visit in Greater Accra. Ing Pinto also mentioned that he’ll support GhIE Council to enforce the LI 2410, an instrument that regulates and governs Engineering practice in Ghana.

Ing Pinto recounted that he is fortified by the Engineering Council Act, 2011 (Act 819) and the LI2410 which govern the engineering practice in Ghana. Ing Pinto stated that Engineering Council Regulations 2020, Regulation 13 (6) (a) (i) (ii) and (b), which state respectively that; (6) Where the applicant is a state organisation, the applicant shall,
in addition to the requirements under subregulations (1) and (2)
(a) show evidence that at least two of the registered engineering
practitioners of the organisation
(i) are in good standing; and
(ii) are members of the governing board of the organisation;
(b) show evidence that the organisation is headed by a
registered engineering practitioner. By these provisions in the LI2410, Ing Pinto is fortified and reaffirmed that he’ll assist the GhIE Council to ensure that President Mahama in compliance with the Legislation, appoints Engineers to head SOEs which are Engineering Service providers like the Volta River Authority.

Ing Pinto took the opportunity to congratulate Ing Edward Obeng KENZO on his appointment as the Acting Chief Executive of the VRA and his elevation to the class of a Fellow of the Ghana Institution of Engineering.

Ing Pinto took an oath as the Chairperson of the Ghana Institution of Engineering, Greater Accra on Thursday, March 27, 2025 during the swearing ceremony at the Engineering Center in Accra.
