GES inherited backlog of teachers due for promotion – PRO

The Ghana Education Service says it is working to clear a backlog of teacher promotion documents, with about 35,000 of 60,000 documents already processed.

Public Relations Officer of the Ghana Education Service (GES), Daniel Fenyi, says the Service inherited a backlog of teachers who had been due for promotion under the previous administration.

Speaking to Isaac Addae on Morning Starr on Starr FM, Mr Fenyi said the affected teachers had spent about four to five years on the same rank and were due to go through the promotion process.

He explained that when the current administration took office, GES met a group of teachers who were supposed to have been promoted in 2024 but had not received their promotions.

Mr Fenyi said the Service initially considered continuing with the process it had inherited but, following engagements with the teacher unions and other stakeholders, agreed that the backlog needed to be cleared.

He said the promotion examinations for the affected teachers eventually took place in December, with the results released around May and June.

According to him, teachers were subsequently expecting their new ranks to reflect in their salaries by August.

However, he said a number of administrative processes involving the various institutions responsible for processing the changes contributed to further delays.

“These are documents that should go here, some documents should pass here,” he explained, referring to the processes involving the Controller, Fair Wages and Salaries Commission, GES, the Ministry of Education and the teacher unions.

Mr Fenyi said the delays eventually meant that teachers who expected to receive their new salaries last month instead received their previous salaries.

He said the development contributed to the decision by the teacher unions to declare a strike.

Mr Fenyi, however, said GES was now taking steps to complete the process, with about 60,000 documents requiring processing.

He said GES had already processed about 35,000 documents and was working to meet a deadline given by the Ministry of Education to complete the remaining documents.
