The Minister for Health, Kwabena Mintah Akandoh, has revealed that the previous Akufo-Addo-Bawumia administration left behind nearly GH¢1 billion in debt under the controversial Agenda 111 project, with not a single hospital fully operational at the time of handover.
Speaking at the Government Accountability Series on Friday, July 18, 2025, Mr. Akandoh stated that although the initiative received significant investment, it failed to deliver on its promise before the change of government.
“We also inherited the much-touted Agenda 111 programme, which, despite an investment of $344 million, had not completed and operationalised a single hospital. Worse still, it left behind over 1 billion Ghana cedis in arrears for us to settle.”
Agenda 111, launched by former President Nana Addo Dankwa Akufo-Addo, was intended to construct 111 district and specialised hospitals across the country to improve access to healthcare. However, the project has been plagued by funding issues and execution delays.
Although the former President claimed in his final State of the Nation Address that three hospitals were operational, the current government disputes that assertion.
Despite the challenges, the Minister reaffirmed the Mahama administration’s commitment to completing the Agenda 111 projects to meet the country’s critical healthcare needs.
“we are not here to dwell on excuses. We are here to deliver. Our party promised bold and clear commitments to improve the health and well-being of all Ghanaians – and we are delivering on them,” Mr. Akandoh added.
