Finance Minister Dr. Cassiel Ato Forson has charged the newly inaugurated Governing Board of the Public Procurement Authority (PPA) to lead with courage, integrity, and a commitment to transparency in public procurement.
Speaking at the swearing-in ceremony in Accra on Monday, May 19, 2025, Dr. Forson stressed the need to curb the growing abuse of sole-sourced contracts, which he described as a costly trend undermining value for money.
“Be bold and reject some sole-sourced contracts,” the Minister said. “Sole sourcing has become endemic. It must remain the exception, not the norm.”
The Minister expressed deep concern about the increasing number of inflated and poorly awarded public contracts, citing their impact on Ghana’s finances.
“Government is paying billions because of how contracts are awarded,” he said.

Dr. Forson urged the board to make competitive tendering the default approach, noting that public confidence in procurement processes must be restored.
He also referenced recent amendments to the Public Procurement Act and announced plans to inaugurate a new office focused solely on ensuring value for money in public infrastructure and services.
In his remarks, Board Chairman Mr. Basil Ahiable thanked President John Dramani Mahama and the Finance Minister for the confidence reposed in the board. He pledged to uphold professionalism and enforce procurement laws without compromise.
“This board will not rubber-stamp inappropriate decisions,” Ahiable stated.
