Minister for Energy and Green Transition, John Jinapor, has justified the government’s decision to implement the D-Levy, describing it as a prudent balancing act to raise revenue while protecting citizens from harsh economic shocks.
Speaking at the Government’s Accountability Series held at the Jubilee House on Wednesday, July 16, Mr. Jinapor explained that although the government was expected to roll out the levy earlier, it delayed the implementation to shield Ghanaians from the impact of surging fuel prices at the time.
“D-Levy, what can I say? We’ll keep monitoring. We’re supposed to implement it. And as a responsible government, we thought that at that time, with the way the fuel prices were going up, if you add the D-Levy, then you’d be taking a double knock,” he said.
According to him, economic management goes beyond mere buying and selling, and the decision to roll out the D-Levy now is necessary to sustain the country’s energy sector.
“It’s a prudent way. You do a balancing act in order to carry people along whilst raising revenue. And so we think that this is the time to do that because we must also save the energy sector,” he noted.
Effective today, Wednesday, July 16, 2025, fuel prices across Ghana have seen some increases following the implementation of the GH¢1 energy sector levy, popularly known as the D-Levy.
The levy, introduced under the Energy Sector Levies (Amendment) Act 1141 and implemented by the Ghana Revenue Authority (GRA), aims to raise critical funds to help settle Ghana’s mounting energy sector debt, which currently exceeds US$3 billion.

Mr. Jinapor appealed to Ghanaians to bear with the government as it takes these tough decisions for the overall benefit of the economy. He assured that the government will continue to monitor the situation and make adjustments where necessary.
“We’ll account to you and where we need to do adjustment, it’s evident that we need to do those adjustments. As a government, we’ll be willing to do that,” he added.
