The Minister for Energy and Green Transition, John Jinapor, has disclosed that the government has paid Independent Power Producers (IPPs) more in the first half of this year than it did in the entire year of 2024.
Speaking at the Government’s Accountability Series held at the Jubilee House on Wednesday, July 16, Mr. Jinapor attributed the improved payments to prudent financial management and stringent measures implemented by his ministry.
“And if you check this year, as against last year, by the middle of the year, we’ve paid to IPPs an amount far exceeding what was paid to IPPs the whole of last year. And so in the first six months, the amount paid exceeds what was paid the whole of last year,” he said.
According to him, while the energy sector is not entirely out of its financial challenges, the current trajectory shows significant progress.
“We are not out of the woods in its entirety. But at least we are seeing significant progress. And if we continue on this trajectory, I’m confident that this sector will see real improvement,” he added.
The Minister further explained that the overhaul of ECG’s billing system became necessary after several inefficiencies were discovered in the old setup. He noted that ECG has now moved to a new billing platform known as Zeals to modernise its operations, enhance transparency, and strengthen revenue controls.
“ECG has also taken advantage of the transition to improve its entire commercial process, ensuring better accountability and efficiency in revenue generation,” Mr. Jinapor stated.
The government has faced longstanding concerns over arrears owed to IPPs, with many stakeholders warning of possible power supply disruptions if payments were not made promptly. The Minister’s assurance of improved payments is therefore expected to ease tensions within the energy sector.
