The National Labour Commission (NLC) has summoned the leadership of the Civil and Local Government Staff Association of Ghana (CLOGSAG) to appear before the Commission on Wednesday, March 11, 2026 over its ongoing nationwide strike, which the Commission says was declared without following the required legal procedures.
The Commission maintains that the association failed to comply with the provisions of Ghana’s labour laws before initiating the industrial action and did not formally notify the Commission as required.
The strike follows a longstanding dispute between CLOGSAG and government over the implementation of a salary structure agreement signed in 2019.
The association argues that government and the Fair Wages and Salaries Commission have failed to honour the binding agreement, prompting members to withdraw their services.
Checks by Starr News indicate that the strike has significantly affected operations in several public offices, with many departments temporarily shut as CLOGSAG members stayed away from work.
Speaking to Starr News, Acting Executive Secretary of the National Labour Commission, Dr. Bernice Welbeck, explained that the Commission had earlier advised the association not to proceed with the strike because the proper procedures had not been followed.
“They did not inform the National Labour Commission under Section 159, so we were not notified. We only heard about the strike through media reports. We therefore drew their attention to what was wrong because certain procedures must be followed before embarking on a strike.
“We advised them not to proceed with the strike but rather to appear before the Commission when the hearing is held, together with their employers. That was the directive we gave. We ordered them not to embark on the strike because the required processes had not been followed and further asked them to appear before the Commission.
“We expect that their appearance on Wednesday will allow for whatever determination needs to be made. However, we later heard that they had gone ahead with the strike,” she said.
Dr. Welbeck further disclosed that the Commission has formally written to the leadership of CLOGSAG, directing them to appear for a hearing.
“Today, we have formally sent them a letter of invitation summoning them to appear on Wednesday for a hearing on the matter. If you are appearing before the Commission, you cannot do so while you are on strike because these are matters that require negotiation.
“You cannot be on strike and at the same time ask the other parties to come to the table for negotiations. It is like holding a gun to someone’s head and telling the person to have a conversation.
“Therefore, in accordance with the law, we expect that once they receive the summons, they will appear on Wednesday. Whatever action has been undertaken should be called off to allow the process to proceed and reach its conclusion.”
