Minister for Transport, Joseph Bukari Nikpe, has welcomed Parliament’s passage of the Road Traffic Amendment Bill, 2025—commonly referred to as the “Okada Bill”—which seeks to legalize and regulate the commercial use of motorcycles, tricycles, and other similar vehicles.
The bill also lowers the minimum age for commercial drivers from 25 to 21 years and reduces the permissible blood alcohol concentration for drivers from 0.08% to 0.05%.
Addressing the media in Parliament, Mr. Nikpe allayed fears that legalizing commercial motor operations would lead to an increase in road accidents.
He argued that a regulated system would instead promote order and safety on the nation’s roads.
Touching on recent efforts to improve public transport, Mr. Nikpe noted that additional buses have been deployed to meet peak demand, and assured the public that more vehicles are being mobilized.
He also cautioned drivers against abandoning terminals to charge unauthorized fares on the roadside.
