With the new system, TOR will enable round-the-clock fuel loading, allowing Bulk Road Vehicles (BRVs) to operate seamlessly throughout the day and night. This marks a major shift from previous working hours, which often limited throughput and strained dispatch timelines.
The initiative is expected to significantly reduce waiting times, accelerate fuel delivery to downstream clients, and boost customer satisfaction, making TOR a more competitive player in the regional petroleum supply chain.
“This move is not just about longer hours—it’s about smarter, more efficient operations,” said TOR Managing Director, Dr. Yussif Sulemana, during a recent engagement with leaders of the Petroleum Tanker Drivers Union.

For years, TOR has grappled with operational bottlenecks—from equipment downtimes to dispatch inefficiencies—leading to financial underperformance and a loss of client confidence. But under the current management, the refinery is undergoing a transformation built on innovation, transparency, and a drive for excellence.
The 24-hour shift system is one of the reforms underway, reflecting the urgency of TOR’s mission to reposition itself as a dependable national asset and a key player in Ghana’s energy sector.
This development comes on the heels of TOR’s record-breaking $2.9 million revenue in February 2025, its highest monthly earnings in over three years.
