The Office of the Special Prosecutor has formally charged former Minister for Finance Kenneth Nana Yaw Ofori-Atta and seven others with 78 counts of corruption and corruption-related offences connected to the controversial revenue assurance contracts awarded to Strategic Mobilisation Ghana Limited (SML).
A charge sheet filed at the High Court (Criminal Division) in Accra on November 18, 2025, lists eight accused persons: Kenneth Nana Yaw Ofori-Atta, Ernest Darko Akore, Emmanuel Kofi Nti, Ammishaddai Owusu-Amoah, Isaac Crentsil, Col. (Rtd.) Kwadwo Damoah, Evans Adusei, and Strategic Mobilisation Ghana Limited. The case is numbered CR/0106/2026.
According to the charge sheet, the accused persons are charged with conspiracy to commit the criminal offence of directly or indirectly influencing the procurement process to obtain an unfair advantage in the award of a procurement contract.
The offence is said to be contrary to section 23(1) of the Criminal Offences Act, 1960 (Act 29) and section 92(2)(b) of the Public Procurement Act, 2003 (Act 663).
The particulars of the offence cite Kenneth Nana Yaw Ofori-Atta in his position as Minister for Finance, Emmanuel Kofi Nti as Acting Commissioner-General of the Ghana Revenue Authority, and Evans Adusei as the beneficial owner, chief executive, and controlling mind of SML.
The charges follow months of scrutiny over contracts between the Ministry of Finance, the GRA, and SML, which critics have argued were awarded without due process and imposed a heavy financial burden on the state.
The case is now set to proceed before the High Court in Accra.
