Finance Minister, Dr. Cassiel Ato Forson, has announced that the government has fully cleared all outstanding arrears owed under the Capitation Grant for basic schools.
Delivering the 2025 Mid-Year Budget Review in Parliament on Thursday, July 24, Dr. Forson noted that the payment forms part of government’s broader efforts to enhance education financing and ensure smooth academic operations across the country’s public basic schools.
He said the move demonstrates government’s continued commitment to investing in free and accessible education, even amid economic recovery efforts.
“Mr. Speaker, I am happy to report that all arrears of Capitation Grant have been fully paid,” the Minister stated.

The Capitation Grant provides public basic schools with funds to support teaching and learning, especially for pupils in deprived communities. The payment is seen as a boost to the government’s Free Compulsory Universal Basic Education (FCUBE) policy.
