The Constitutional Review Committee (CRC) has recommended that key public appointments, previously at the sole discretion of the President, be vetted and processed through the Council of State to enhance transparency and reduce political bias.
Presenting the final report to President John Dramani Mahama on Monday, December 22, Chair of the Committee, Prof. H. Kwasi Prempeh, said the reforms aim to unburden the presidency and introduce a more systematic approach to appointments.
The Committee proposes that the Council of State take on a stronger role in recruiting and selecting candidates for major state positions before forwarding nominations to the President.
Prof. Prempeh explained, noting that this will allow the executive to focus more on governance rather than appointment duties.
The report further emphasizes separating party interests from state functions. While political parties naturally seek government positions, safeguards are recommended to ensure public institutions operate independently of partisan influence.
The CRC also proposed reforms for broader public institutions, including state-owned enterprises, with oversight mechanisms designed to prevent over-politicization and improve efficiency.
Prof. Prempeh said the recommendations aim to create a more accountable, transparent, and professional governance system in Ghana.
