Attorney General and Minister for Justice, Dr. Dominic Ayine, has revealed that the total amount of money stolen or illegally spent in the National Service Authority (NSA) scandal now stands at 2.2 billion cedis; far exceeding the 548 million initially uncovered in June 2025.
Speaking at the Government Accountability Series on Wednesday, October 22, 2025, Dr. Ayine said the new figure was the result of a forensic audit conducted by the Auditor General, which exposed deeper financial irregularities within the NSA.
“Also, I wish to announce that the Auditor General has conducted a forensic audit into the national service scandal and the total amount of money stolen or illegally spent now stands at 2.2 billion, and not the 548 million that was uncovered by my investigators as of June 2025,” Dr. Ayine stated.
He added, “Again, painstaking investigation is very important in criminal matters. And so, based upon what the Auditor General has done — and this is a forensic audit — we are going to, in some cases, amend our charge sheets in order to bring fresh charges.”
Meanwhile, the High Court in Accra has ordered that former Deputy Executive Director of the NSA, Gifty Oware-Mensah, be placed on a stop list at all entry and exit points.
This forms part of the conditions attached to a 10 million cedi bail granted her after she pleaded not guilty to charges including stealing, willfully causing financial loss to the Republic, using public office for profit, and money laundering.
Justice Audrey Kocuvi-Tay, who presided over the case, directed that two of her three sureties must be justified with landed property within the court’s jurisdiction. The accused is also to surrender all travel documents and report to the case investigator twice monthly — on the first and third Tuesdays.
The prosecution has been ordered to file disclosures by November 19, while the case has been adjourned to November 25 for a Case Management Conference.
