Parliament has approved the country’s first Sports Development Fund Bill, a landmark legislation championed by the Minister for Sports and Recreation, Kofi Adams on Wednesday, December 18, 2025.
The Bill, which has been under the Minister’s advocacy since its introduction, underwent extensive scrutiny at multiple levels, including review by Cabinet, the Parliamentary Select Committee on Youth and Sports, the Office of the Attorney-General, the Parliamentary Legal Committee, and other key stakeholders.
At the heart of the legislation is the establishment of a multi-source, performance-driven Sports Development Fund aimed at supporting athlete welfare, grassroots programmes, talent identification, and the development of sports infrastructure nationwide.
“The passage of this Bill is a historic moment for Ghanaian sports,” Kofi Adams said. “It reflects our commitment to reposition sport not just for podium finishes but as a strategic tool for national development.”
The Bill’s approval followed rigorous debates and refinements, with both Majority and Minority members demonstrating a shared commitment to strengthening the sports sector.
Once operational, the Fund is expected to mobilise billions of Ghana cedis annually through dedicated revenue streams, donations, and parliamentary appropriations.
Its administration will be overseen by an independent Governing Board with clear accountability and transparency mechanisms.
The legislation aligns with the broader vision of the Mahama administration to elevate sports as a driver of development, backed by legal, institutional, and financial reforms designed to deliver lasting national impact.
