The Deputy Minister of Education, Dr. Clement Abas Apaak, has stressed the need to prioritize inclusive education policies to ensure equal access to quality education for all, regardless of ability.
Speaking at National Day for Persons with Disability at the West African Genetic Medical Centre – University Ghana -Legon, Dr. Apaak highlighted the importance of Section 18 of the Persons with Disabilities Act, 2006 (Act 715), which shows the need for educational institutions to provide conducive environments that cater to the diverse needs of students with disabilities.
“By ratifying the UN Convention on the Rights of Persons with Disabilities, Ghana has committed to upholding the principles of inclusive education systems that provide equal access to quality education for all,” Dr. Apaak stated.
“We must prioritize inclusive Education Policies that promote accessibility in educational institutions, including physical infrastructure and learning materials.”
Dr. Apaak acknowledged the tireless efforts of Organisations of Persons with Disabilities (OPDs), educators, advocates, and families who have championed the right to inclusive education over the years. “Your voices, resilience, and dedication have been instrumental in shaping today’s national conversation,” he said.
The Deputy Minister’s call to action stresses the need for a concerted effort to advance inclusion through education. “To ensure that persons with disabilities have equal opportunities to participate in the educational system, we must develop and implement policies that cater to their diverse needs,” Dr. Apaak said.
Article 24 of the UN Convention on the Rights of Persons with Disabilities highlights the right to education without discrimination, providing a framework for Ghana’s education sector to strive towards inclusivity. Dr. Apaak’s remarks serve as a reminder of the country’s commitment to upholding these principles and promoting a more inclusive education system.
