The 2026 Budget has reaffirmed the Ghana Publishing Company Limited’s place as Ghana’s primary state printer, mandating GPCL to produce millions of textbooks for government’s new nationwide free textbook programme.

The Finance Minister, Dr. Cassiel Ato Forson, announced the initiative during his presentation of the 2026 Budget.

Under the plan, one million kindergarten learners will receive four sets of books and workbooks each. Two million primary school pupils will also receive four sets of textbooks, while one million JHS 3 students will receive nine different textbooks all to be printed by GPCL.

The Management of GPCL, led by Nana Kwasi Boatey, Esq., began engaging government through the Education ministry and demonstrated capacity to take on tasks of this nature. In recent times GPCL has done a lot of printing works for both the private sector and government including the printing of both the 2025 and 2026 Budget among other jobs.

The mandate places GPCL at the centre of one of the largest education support projects in recent years. For a company that has spent more than six decades producing Ghana’s official documents — from the Gazette to Acts of Parliament — this assignment widens its portfolio into large-scale educational material production.

GPCL’s recent operational improvements add context to government’s decision. The company has expanded its production capacity, introduced a 24-hour shift system, and upgraded quality-control processes, all of which position it to take on heavy national workloads.

For GPCL, the mandate represents both a national responsibility and a strategic win under the Leadership of Nana Kwasi Boatey Esq.— solidifying its relevance at a time when strong local institutions are essential to government’s development agenda.
