Finance Minister Dr. Cassiel Ato Forson has announced that the Mahama-led administration will complete ten of the agenda 111 hospital projects initiated under the previous Akufo-Addo-Bawumia government.
Presenting the 2026 Budget Statement to Parliament on Thursday, November 13, Dr. Forson reaffirmed government’s commitment to strengthening the nation’s healthcare infrastructure, describing health as “the heartbeat of national development.”
“Mr. Speaker, health is the heartbeat of national development, and no country can build lasting prosperity without a healthy population,” he said.
He explained that the 2026 Budget “marks a decisive step in our national journey to reset, modernize, and expand Ghana’s health infrastructure.”
As part of this effort, Dr. Forson disclosed that government will complete ten of the stalled Agenda 111 projects and begin new hospital developments across the country.
“Also, in 2026, Government will complete ten (10) of the abandoned Agenda 111 hospital projects,” he announced.
The Finance Minister further revealed that the administration will begin constructing six new regional hospitals for the six newly created regions, starting with three in 2026, along with two new district hospitals at Bole and Shama.
Agenda 111 was launched in August 2021 by the former NPP administration to construct 111 health facilities nationwide — including district, regional, and specialized hospitals — to improve healthcare access, especially in underserved areas. However, many of the projects stalled due to funding and implementation delays.
Dr. Forson said completing these facilities is part of President Mahama’s broader goal of restoring essential social infrastructure to drive equitable development and quality healthcare delivery.
