The Government of Ghana has allocated GH¢7.8 million to fully cover tertiary education fees for all first-year students with disabilities enrolled in public institutions, Education Minister Haruna Iddrisu has announced.
The disclosure was made on Wednesday, June 18, 2025, during the mid-year review of education sector policies and government programmes at the Presidency.
According to the Minister, the initiative reflects President John Dramani Mahama’s commitment to inclusive and equitable education, particularly for persons with disabilities (PWDs).
“A total of GH¢7,844,000 has been captured under the 2025 budget to provide full fee coverage to all first-year students with disabilities in tertiary institutions,” Mr. Iddrisu stated.
He added that the Ministry of Education is working in collaboration with the Federation of Persons with Disabilities to compile and verify data on eligible beneficiaries. The process is being supervised by a dedicated committee co-chaired by Deputy Minister Dr. Clement Apaak and the Federation’s President, Mr. Joseph Atsu Homadzi.
“As soon as the data is validated, disbursement will commence,” the Minister assured.

The policy forms part of broader government efforts to remove financial barriers to education for marginalised groups and to expand access to higher learning for all Ghanaians. It also aligns with the Mahama administration’s pledge to deliver inclusive, quality education, as outlined in the National Democratic Congress (NDC) manifesto.
Mr. Iddrisu noted that beyond providing financial support, the initiative is a demonstration of government’s resolve to empower persons with disabilities to participate meaningfully in national development through education.
