The New Patriotic Party (NPP) minority in Parliament has clarified that the inclusion of LGBTQ+ concepts in the 2025 Senior High School Teachers’ Manual is a recent development and is not linked to the party’s previous tenure.
The manual, which became public on Tuesday, January 13, 2026, contains redefined concepts of sex, sexuality, sexual orientation, sexual rights, and gender identity.
Following public backlash, the National Council for Curriculum and Assessment (NaCCA) issued an apology and announced a recall of the materials.
NaCCA explained that Teacher Manuals were introduced for the first time during the rollout of the new SHS curriculum in the 2024/2025 academic year to support effective teaching.
Addressing the media in Parliament, MP for Old Tafo and sponsor of the current anti-gay bill, Vincent Ekow Assafuah, said:
“LGBTQ+ concepts in the 2025 Teachers’ Manual are new insertions, NPP has no hand in it.”
Assafuah also called for a parliamentary inquiry into the development, approval, and circulation of the controversial materials, stressing the need for alignment with Ghana’s cultural and religious values.
He further urged religious bodies and civic organizations to scrutinize all teaching and learning materials. “Parliament responds to pressure. Silence weakens accountability,” he said.
