The Government of Ghana has issued a travel advisory urging Ghanaian nationals in Mexico to exercise extreme caution following violent unrest triggered by a major security operation that killed notorious cartel leader Nemesio Rubén Oseguera Cervantes, also known as El Mencho.
The operation, carried out by Mexican security forces on February 22, 2026, has reportedly sparked coordinated retaliatory attacks across several states by the Jalisco New Generation Cartel. The violence has been marked by armed clashes, arson attacks on vehicles, and widespread road blockages, leading to casualties and significant disruption to daily life.
In a statement, the Ministry of Foreign Affairs cautioned that “Ghanaian nationals travelling to or residing in any of the affected cities are advised to exercise extreme caution in their movement and refrain from non-essential travel until the situation stabilises.”

The affected areas include Jalisco, Baja California, Colima, Guanajuato, Michoacán, and Oaxaca.
Ghanaian citizens within the affected jurisdictions have been encouraged to remain in close contact with the Embassy of Ghana in Washington, D.C., which is concurrently accredited to Mexico and responsible for providing consular assistance. The Embassy’s emergency hotline is +1 (202) 709 0568.
The Government also conveyed its solidarity with Mexico and expressed confidence in the capacity of Mexican authorities to restore order and bring the situation under control.
