Kwame Asare Obeng, the Member of Parliament for Gomoa Central, has petitioned the Speaker of Parliament to remove Abena Osei Asare as Chairperson of the Public Accounts Committee (PAC), citing conflict of interest and moral concerns.
In a letter dated Monday November 3, 2025, the MP — popularly known as A Plus — argued that Mrs. Osei Asare’s close association with the Ministry of Finance during her time as Deputy Minister compromises her ability to lead a committee responsible for holding public officials accountable for financial mismanagement.
“The Public Accounts Committee (PAC) remains one of Parliament’s most critical instruments for ensuring transparency, accountability, and the responsible use of public funds,” the letter stated. “It is, therefore, deeply concerning that Hon. Abena Osei Asare, former Deputy Minister of Finance, now serves as the Chairperson of this important Committee.”
According to A Plus, Mrs. Osei Asare’s involvement in the Ministry during what he described as “a period defined by reckless borrowing, fiscal indiscipline, and multiple controversial contracts” undermines the credibility of her leadership.
He cited contracts such as the Strategic Mobilization Limited (SML) deal, the ECG-Beijing Jao Loss Reduction agreement, and the Service Ghana Auto Limited ambulance procurement, all of which he noted are under investigation by the Office of the Special Prosecutor (OSP).
The MP further referenced her past defense of Ghana Revenue Authority boss Rev. Ammishaddai Owusu-Amoah, saying it “raises serious doubts about her commitment to transparency and accountability.”
“It is morally indefensible for Hon. Abena Osei Asare to preside over a Committee that demands accountability from newly appointed officials on matters that occurred under her direct watch as Deputy Minister of Finance,” the letter continued.
“Such a situation not only compromises the impartiality of the Public Accounts Committee but also diminishes public trust in Parliament’s oversight role.”
Mr. Asare Obeng emphasized that allowing someone “so deeply tied to the very administration and financial irregularities under review” to chair the PAC “erodes public confidence and brings the image of Parliament into disrepute.”
He, therefore, urged the Speaker to “take immediate steps to support the removal of Hon.Abena Osei Asare as Chairperson of the Public Accounts Committee to safeguard the integrity, impartiality, and moral authority of both the Committee and Parliament as an institution.”
