Agbodza: Road expansion alone can’t solve traffic crisis, railway system needed

Minister for Roads and Highways Kwame Governs Agbodza says expanding roads alone cannot solve traffic congestion, urging investment in light rail and metro systems to complement public transport.

The Minister for Roads and Highways, Kwame Governs Agbodza, has emphasized the urgent need for an integrated public transport system to reduce traffic congestion and complement Ghana’s expanding road network.

His comment follows the recent scarcity of public transport options, which has left many commuters struggling to get to work and other essential destinations.

Speaking on State of Affairs with Joshua Kodjo Mensah on Monday, January 26, 2026, Mr. Agbodza noted that road expansion alone cannot accommodate the ever-growing number of vehicles in the country.

“You can never build enough roads to host the ever-growing number of vehicles. You will need to complement it with other alternatives that take people away from their families. Why is everybody driving from home to work? Because there’s no fit-for-purpose public transport,” he said.

The minister highlighted the importance of combining improved roads with dedicated bus lanes, light rail, and metro systems.

“What would make it less cumbersome is to introduce some light railway, and then maybe some metro system to complement the public transport system, to give people variety. That is where the policy should be.”

He also criticized previous government projects for failing to deliver comprehensive connectivity solutions.

“That project was jettisoned when MPP came… It did nothing with it, rather focused on metro bus, and then not even have enough buses,” he said.

Agbodza stressed that public transport reform should complement the road network, not compete with it, ensuring long-term efficiency and accessibility for commuters across Ghana.
