Speaker of Parliament Alban Sumana Kingsford Bagbin has summoned Parliament to sit on Tuesday, September 29, 2026, amid mounting calls from the Minority for the House to investigate recent narcotics seizures linked to Ghana.
The notice, issued by the Office of the Speaker on Thursday, September 24, invokes Article 112(3) of the 1992 Constitution and Order 53 of the Standing Orders of Parliament.
The notice states, “PURSUANT TO ARTICLE 112 (3) OF THE CONSTITUTION AND ORDER 53 OF THE STANDING ORDERS OF THE PARLIAMENT, I, RT. HON. ALBAN SUMANA KINGSFORD BAGBIN, THE SPEAKER OF PARLIAMENT, HEREBY SUMMON PARLIAMENT TO SIT ON TUESDAY, 29TH SEPTEMBER, 2026 AT TWELVE NOON AT PARLIAMENT HOUSE, ACCRA.”
The summons comes days after the Minority petitioned the Speaker to recall Parliament over a series of major narcotics seizures linked to Ghana, including the interception of nearly 3.9 tonnes of cocaine at France’s Port of Dunkirk.
The Minority has raised concerns about Ghana’s port and border security systems, cargo inspection procedures, intelligence gathering and the country’s international reputation.
The Caucus has called for a parliamentary inquiry into how drug consignments were processed and exported from Ghana, as well as the investigations and prosecutions arising from the seizures.
Other cases cited include the seizure of more than 3.3 tonnes of cocaine at Pedu Junction in March 2025, 866 parcels of suspected cocaine at Tema Harbour in August 2026 and a 320kg methamphetamine seizure in Australia involving a consignment traced to Ghana.
The latest development means Parliament will reconvene on September 29 at noon, with the narcotics-related concerns expected to feature prominently in the discussions surrounding the recall.
