The Ministry of Gender, Children, and Social Protection (MoGCSP) has confirmed ongoing investigations following the circulation of intimate videos involving a foreign national and multiple Ghanaian women, underscoring the seriousness of digital sexual exploitation and the State’s commitment to ensuring accountability.
In a statement issued on February 14, 2026, the Ministry said preliminary information indicates the individual may not currently be within Ghana’s jurisdiction, but emphasised that this does not diminish the gravity of the alleged offences. The Ministry highlighted that the non-consensual recording and distribution of intimate content constitutes a criminal offence and a clear violation of personal dignity and privacy.
“We remain committed to protecting the rights, safety, and dignity of all persons and to ensuring that jurisdictional limits do not prevent appropriate action,” the statement noted.
Authorities are working closely with the Ghana Police Service, relevant security institutions, international partners, and online platforms to explore all lawful options, including cross-border cooperation and mutual legal assistance. Support services, including psychosocial care and legal assistance, are also being coordinated confidentially.
The Ministry’s statement follows widespread public outrage after videos circulating on social media showed a man, identified as a Russian national, in intimate encounters with multiple Ghanaian women. The clips, widely shared on TikTok, Telegram, and other platforms, prompted calls from netizens for investigations and the arrest of the man, who identifies himself as “Yaytseslav.”
In the videos, he is seen approaching women in public spaces in Accra, reportedly including Accra Mall, engaging them in casual conversation before interacting with them in private settings. Some footage shows the women inside his residence wearing towels or casual clothing, raising significant concerns about consent, privacy, and exploitation.
The Ministry further reminded the public to exercise caution in both online and offline interactions and reiterated that its ongoing digital safety initiatives, in partnership with the Ministry of Communication and Digital Innovations, are being applied to address such cases.
