The Ghana Revenue Authority (GRA) has postponed the rollout of the newly approved GH¢1 Energy Sector Levy on petroleum products, following widespread resistance from key industry stakeholders.
The levy originally scheduled to take effect today, Monday, June 9, 2025, will now be implemented on Monday, June 16, 2025.
The decision to delay follows consultations between government agencies and the Chamber of Oil Marketing Companies (COMAC), which had earlier criticized the lack of engagement ahead of the planned implementation.
In a statement, COMAC confirmed the revised timeline after what it described as productive discussions involving the Ministry of Energy and Green Transition, the Ministry of Finance, the National Petroleum Authority (NPA), and the Ghana Revenue Authority.

“The Chamber of Oil Marketing Companies (COMAC) wishes to formally acknowledge and commend the Ministry of Energy and Green Transition, the Ministry of Finance, the National Petroleum Authority and the Ghana Revenue Authority for the constructive engagements held regarding the implementation date of the new Energy Sector Levies Act 2025 (Act 1141),” said COMAC Coordinator, Dr. Riverson Oppong.
He added that the chamber is satisfied with the new date, which gives industry players time to adjust systems and inform customers appropriately.
The GH¢1 per litre levy on petrol and diesel forms part of the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), aimed at addressing financial gaps and repaying debts within the energy sector.
The levy has sparked criticism from stakeholders, including the minority, arguing that it would worsen the burden of rising fuel prices on Ghanaians.
