IMANI has formally submitted a Right to Information (RTI) request to the Ministry of Communications, Digital Technology & Innovations, seeking detailed information on the government’s planned nationwide SIM registration exercise slated for early 2026.
The request, delivered on December 8, 2025, and officially received by the Minister’s office, demands clarity on the legal, technical, and operational aspects of the initiative.
The civic group is asking the government to provide details on the legal framework authorizing the exercise, the technical and biometric verification processes, procurement procedures, and the selection of vendors.
IMANI also seeks information on oversight arrangements, as well as data protection and privacy measures to safeguard citizens’ personal information.
Highlighting public concerns over transparency and governance, IMANI noted the importance of ensuring accountability in handling biometric data and engaging private sector vendors.
The organization cited Article 21(1)(f) of the Constitution and the Right to Information Act, 2019 (Act 989), as the legal basis for the request, emphasizing citizens’ right to access information held by public institutions.
IMANI said the RTI submission is part of its efforts to ensure the SIM registration process is conducted openly, responsibly, and in the best interest of the public.
