Lands and Mines Watch Ghana (LMWG) has commended the Minister for Lands and Natural Resources, Emmanuel Armah-Kofi Buah, for upholding the revocation of three mining leases held by Adamus Resources Limited.
The leases, covering the Akango, Salman and Nkroful concessions, were revoked following findings of regulatory breaches and financial obligations owed to the state.
In a statement, LMWG said the findings underpinning the Minister’s decision; including the unauthorised assignment of mineral rights to foreign nationals, mining outside permitted areas without an approved operating permit, and failure to secure environmental and forestry approvals before commencing operations; highlight concerns about regulatory compliance in Ghana’s mining sector.
The group also cited the alleged concealment of information from the Interim Management Committee as a matter of concern.
According to LMWG, the financial obligations identified in the findings are particularly significant.
The organisation said these include US$2.56 million in unpaid mineral rights fees, GH¢86.8 million in unpaid royalties and GH¢290.5 million in tax arrears.
It further pointed to US$224 million transferred to related parties abroad between 2020 and 2024, saying the figures raise broader concerns about potential revenue leakages in Ghana’s extractive sector.
LMWG said the situation demonstrates the need for rigorous and independent compliance monitoring of mining companies operating in the country.
The organisation welcomed the Minister’s stated intention to seek an order compelling Adamus Resources to settle its outstanding royalty, tax and other financial obligations to the state.
It also called on the Minerals Commission to ensure that outstanding environmental bonds are fully secured and urged authorities to maintain regulatory oversight during any transition aimed at ensuring uninterrupted operations at the mine site.
“LMWG will continue to monitor developments at the Adamus concessions and similar cases as part of its Quarterly Compliance Performance Index,” the organisation said.
It added that it remains prepared to support government efforts to strengthen enforcement and accountability across Ghana’s mining sector.
