OSP seizes over GH¢100m and US$100k worth of assets of former NPA Boss Mustapha Hamid in corruption case

The OSP has seized and frozen assets worth over GH¢100 million and US$100,000 belonging to former NPA CEO Dr. Mustapha Abdul-Hamid, who faces multiple corruption and money laundering charges.

The Office of the Special Prosecutor (OSP) has seized and frozen assets valued at more than GH¢100 million and over US$100,000 belonging to the former Chief Executive Officer of the National Petroleum Authority (NPA), Dr. Mustapha Abdul-Hamid, who is currently facing prosecution for serious corruption and financial crimes.

In a post on X (formerly Twitter) on Tuesday, November 4, 2025, the OSP disclosed that the seized and frozen properties were “based on strong documentary, banking, and transaction evidence linking the proceeds to the alleged offences.”

Dr. Abdul-Hamid, who has publicly described his ongoing criminal case as “useless,” is standing trial before the Criminal High Court in Accra on multiple counts of corruption-related offences.

These include:
Conspiracy to Commit Extortion by a Public Officer – jointly with two NPA officials, allegedly attempting to extort GH¢291,574,087.19 and US$332,407.47 from bulk oil transporters and oil marketing companies between December 2022 and December 2024.

Two Counts of Extortion by a Public Officer – for allegedly receiving GH¢24 million and GH¢230,000 unlawfully from oil transporters and haulage firms.

Two Counts of Using Public Office for Profit – accused of abusing his position as NPA Chief Executive for personal enrichment, unlawfully gaining GH¢24 million and GH¢230,000.

Money Laundering – being in possession of GH¢15,343,251.29, an amount deemed disproportionate to his legitimate income and suspected to be proceeds of crime.

According to the OSP, Dr. Abdul-Hamid is alleged to have played a leading role in a “grand extortion and laundering scheme” that caused the State and the petroleum sector losses exceeding GH¢291 million and over US$330,000.

The OSP described the case as “a major step in protecting public funds, ensuring accountability in the petroleum sector, and affirming that no public official is above the law.”

The trial continues at the Criminal High Court in Accra, with the next hearing scheduled for Thursday, November 13, 2025.
