The Civil and Local Government Staff Association, Ghana (CLOGSAG), has issued a two-week ultimatum to the Ministry of Labour, Jobs and Employment to implement a new salary structure and improved conditions of service for its members or risk a nationwide strike.
In a letter dated 12th June 2025, addressed to the Labour Minister, CLOGSAG’s National Executive Council (NEC) expressed frustration over the government’s failure to act on earlier agreements, including a Memorandum of Understanding (MoU) on the matter.
The union referenced previous correspondence with the Ministry, including letters dated 20th December 2024 and 6th May 2025, concerning the implementation of the new salary regime. An emergency NEC meeting held on 12th June 2025 resolved that the Ministry must immediately begin the implementation process or face industrial action.

“Within two weeks, that is from Monday, 16th June 2025 up to 30th June 2025, CLOGSAG expects a positive response from government,” the statement read. “Failure to initiate implementation, the Association would have no other option than to embark on a nationwide strike.”
The letter, signed by Executive Secretary Isaac Bampoe Addo, was also copied to key government offices, including the Chief of Staff, the Civil Service Council, and the Local Government Service Council.

CLOGSAG insists that the continued delay in implementing the agreed salary structure is unacceptable and urges immediate action to address the concerns of its members within the civil and local government services.
