The Driver and Vehicle Licensing Authority (DVLA) recorded a surplus of GH¢25 million in the 2025 financial year, up from GH¢5 million in 2024, its Chief Executive Officer, Julius Neequaye Kotey, has disclosed.

Speaking at the Government Accountability Series at the Jubilee House on Monday, October 12, 2026, Mr Kotey attributed the increase to measures introduced to improve revenue mobilisation, address financial leakages and strengthen accountability within the Authority.

He said management had reviewed existing financial commitments and implemented measures to ensure that revenue due the state was properly captured.

Mr Kotey disclosed that the DVLA contributed GH¢17.7 million to the Consolidated Fund and GH¢80.4 million to the Road Fund in 2025, in line with statutory requirements under the Road Fund Act, 1997 (Act 536).

According to him, the GH¢80.4 million contribution to the Road Fund was the highest in the Authority’s history.

The contributions brought the DVLA’s total payments into the two funds to GH¢98.1 million for the year.

The CEO also revealed that management had reviewed Service Level Agreements (SLAs) inherited by the Authority, which he said carried annual financial commitments of US$51.8 million.

He said the agreements had been renegotiated, with a revised cost of GH¢2 million stated for the 2026–2028 period. The Authority projects annual savings of approximately US$50 million from the changes.

However, further clarification is required on whether the revised GH¢2 million cost represents an annual payment or the total cost for the three-year period.

Mr Kotey said the financial reforms were intended to ensure that more resources were retained for public purposes while allowing the DVLA to continue providing essential licensing and vehicle registration services.

He also cited improvements in dealer’s plate revenue and the detection of suspected improperly cleared vehicles as part of efforts to strengthen operational controls and reduce revenue losses.

The measures, he said, form part of broader efforts to improve revenue collection and accountability in the Authority’s operations.
