The Ministry of Finance has initiated a forensic audit into 55 public projects following concerns that funds were disbursed without corresponding physical work on the ground.
Delivering the 2025 Mid-Year Budget Review in Parliament on Thursday, July 24, Finance Minister, Dr. Cassiel Ato Forson revealed that preliminary investigations suggest financial drawdowns were made for some projects, but there is no evidence of actual implementation or physical progress.
“We have commissioned a forensic audit into 55 projects where there are indications of a drawdown of amounts without corresponding work,” he stated.
Dr. Forson explained that the move forms part of the government’s commitment to ensuring accountability and value for money in the use of public resources.
He noted that the audit is aimed at uncovering potential financial irregularities and recovering misused funds where necessary. The findings, according to the Minister, will inform further action, including possible prosecutions and policy reforms to tighten project monitoring.
The Finance Minister reaffirmed government’s determination to eliminate waste and inefficiencies in public expenditure, saying fiscal discipline remains a key pillar of the economic recovery strategy.

“We are committed to ensuring that every cedi of public funds is used efficiently to deliver results for the Ghanaian people,” he added.
The audit is being undertaken in collaboration with relevant oversight bodies and is expected to cover various sectors and regions.
