President John Dramani Mahama has announced plans to transition the selection of Metropolitan, Municipal and District Chief Executives (MMDCEs) from presidential appointments to public elections after the tenure of the current appointees ends.
The move is part of broader efforts to deepen local governance and enhance accountability.
In his opening remarks at an Orientation Workshop for newly appointed MMDCEs in Accra on Wednesday, June 17, 2025, President Mahama indicated that those public officials in Ghana will be elected instead of appointed.
“MMDCEs, you may be the last batch of MDCs appointed,” the President Stated.
According to him, all necessary legal and constitutional processes pursued by the National Review Committee to ensure a smooth implementation of the new system is progressing in earnest.
“The National Review Committee is going round and I’m sure some of you would’ve been consulted and it’ll present its recommendation in August this year.
“And one of the major items that has been canvased is the election of MMDCEs. There’s no doubt that Ghanaians want their MMDCEs elected,” he added.

The president further explained that, research has proven that Ghanaians prefer the election of MMDCEs to the current system of political appointment.
“Several surveys have shown that they prefer to have your category of political access elected, so you may be the last dinosaurs who are appointed. Those who succeed you might have to go through elections,” he concluded.
