Former Minister for Power, Dr. Kwabena Donkor, has called for a phased and strategic implementation of Ghana’s proposed 24-hour economy, urging that the industrial sector be prioritised as the foundation for sustainable transformation.
Speaking on Starr 103.5 FM’s StarrChat with Bola Ray on Thursday, July 10, 2025, Dr. Donkor said while the concept of a 24-hour economy is achievable, its rollout must be gradual and targeted.
“The idea is doable, but it must be done in instalments – phases within phases,” he stated.
He stressed that manufacturing must be at the heart of this transition, citing its potential to create jobs, add value to raw materials, and drive national productivity.
“Manufacturing is the highway to industrialisation. It creates value, increases output, and is essential for moving from an agrarian economy to an industrial one,” The former Pru East MP explained.
Referencing development management principles, he noted that countries seeking meaningful economic transformation must first establish strong manufacturing foundations.
“If you study development management, you’ll see that industrialisation begins with manufacturing. That’s where the focus of the 24-hour economy should be,” he added.
Dr. Donkor’s comments come amid intensified public debate on the feasibility and structure of a round-the-clock economic model, which has been proposed by political leaders as a pathway to reducing unemployment and revitalising the economy.
