President John Dramani Mahama has ordered the immediate termination of all government contracts with Strategic Mobilisation Ghana Limited (SML), following the conclusion of a detailed probe by the Office of the Special Prosecutor (OSP).
A directive from the Secretary to the President, Dr. Callistus Mahama, sent to Finance Minister Dr. Cassiel Ato Forson, instructed that all SML agreements be ended without delay.
“Following the conclusion of the investigation conducted by the Office of the Special Prosecutor (OSP) into the contracts awarded to Strategic Mobilisation Ghana Limited (SML), I have been directed by His Excellency, the President of the Republic, to request that you take immediate steps to terminate all existing SML-related contracts forthwith,” the letter confirmed.
The OSP investigation, led by Special Prosecutor Kissi Agyebeng, described the contracts as a “masterful and mischievously crafted scheme” with “self-serving official patronage, sponsorship, and promotion based on false and unverified claims.”
It revealed that SML had received over GH¢1.4 billion without proper oversight, implicating former Finance Minister Ken Ofori-Atta and other officials.
Originally intended for downstream petroleum revenue assurance, the contracts were later extended to upstream petroleum and mining, despite lacking clear justification. The termination signals the government’s firm commitment to transparency and proper management of public funds.
Meanwhile, the OSP says GH₵125 million is set to be recovered from SML for overpayments.
