Parliament has approved an allocation of GHC 966,304 for each Member of Parliament (MP) to monitor projects funded by the Ghana Education Trust Fund (GETFund) and the District Assemblies Common Fund (DACF) in their constituencies.
This approval came on Saturday, March 29, 2025, following the adoption of the distribution formula for both GETFund and DACF before Parliament adjourned for the Easter break.
The allocation consists of GHC 816,304.35 from the DACF, as the fund’s administrator proposed distributing GHC 225.3 million equally among all 276 MPs for project monitoring and evaluation. Additionally, GHC 150,000 has been earmarked from GETFund for MPs to oversee GETFund projects in their constituencies.
Initially, the GETFund distribution formula had proposed allocating GHC 200,000 per MP for educational projects, up from GHC 150,000 in 2024. However, this was later increased to GHC 250,000 following an amendment on the floor of the House, made possible by the government’s decision to uncap the GETFund.
Although the GHC 150,000 monitoring allocation accompanies the GHC 250,000 allocation for educational purposes, the monitoring funds are meant to cover all GETFund projects in the constituency.
In total, the allocation for all 276 MPs, for project monitoring under both GETFund and DACF, amounts to GHC 267 million.
The District Assemblies Common Fund (DACF) is a statutory fund established by Ghana’s 1992 Constitution to support local development across the country’s districts. Article 252(2) of the Constitution mandates that Parliament annually allocate not less than 5% of Ghana’s total revenue to the DACF for distribution among the District Assemblies.
The Ghana Education Trust Fund (GETFund) Levy, on the other hand, is a statutory 2.5% tax applied to the supply of goods and services in Ghana. Revenue generated from the GETFund Levy is earmarked to support educational initiatives across the country, including infrastructure development, scholarships, and other educational programs.
Meanwhile, the government expects to disburse approximately GHC 7.51 billion to the DACF while raising more than GHC 10 billion for the GETFund.
