New Patriotic Party (NPP) flagbearer aspirant Kennedy Ohene Agyapong has unveiled an ambitious plan to decentralize Ghana’s governance system by relocating major ministries and their agencies from Accra to other regions as part of his vision to ensure balanced national development if elected.
Speaking during his campaign tour in Salaga North, Mr. Agyapong said the overconcentration of government institutions, jobs, and investments in the capital city has crippled regional growth and worsened rural-urban migration.
According to him, Ghana’s future progress depends on “taking development to the people” by empowering regional economies to manage key sectors of the national economy.
Under his proposed plan, ministries will be relocated based on the economic strengths of each region.
The Ministry of Food and Agriculture, for instance, would move to the northern regions to leverage vast arable lands and irrigation potential to boost agricultural production and food exports.
The Ministry of Energy, he said, would be headquartered in the Western Region, closer to Ghana’s oil and gas resources, while the Ministry of Tourism, Arts and Culture could be moved to the Volta Region to develop its tourism potential and creative economy.
Mr. Agyapong believes such decentralisation would trigger infrastructure expansion, create jobs, and strengthen local economies while easing the population pressure on Accra.
He further explained that relocating ministries would enhance fairness in national resource distribution, reduce congestion in the capital, and promote inter-regional trade through new transport and business networks.
The plan also includes the introduction of digital governance systems to ensure smooth coordination between ministries regardless of their locations, using technology for meetings, data sharing, and administrative functions.
Mr. Agyapong maintained that decentralisation would give all regions a fair share of national development and deepen national unity.
