President John Dramani Mahama has nominated Dr. Abdul-Rashid Hassan Pelpuo as the Minister of Labour, Jobs, and Employment, a decision that underscores the President’s dedication to appointing seasoned leaders capable of addressing Ghana’s pressing socio-economic challenges. Dr. Pelpuo’s wealth of experience in public service and governance makes him an exceptional choice for this critical role.

As the Member of Parliament for Wa Central, Dr. Pelpuo has built a legacy of dedicated service. His distinguished career includes serving as Deputy Majority Leader in Parliament, where he demonstrated a profound understanding of policy formulation, legislative oversight, and stakeholder collaboration. In addition, he has held positions such as Minister of State at the Office of the President in Charge of Private Sector Development and Public-Private Partnerships, and Minister for Youth and Sports, roles that equipped him with practical experience to address labor and employment issues effectively.

Dr. Pelpuo also served as a Member of the Pan African Parliament from 2010 to 2012, where he played an active role in shaping continental policies, particularly those related to economic and social development, reinforcing his ability to work on employment and labor-related issues at the international level. Since 2022, he has been the President of the Africa Parliamentarians Forum on Population and Development, a role that sees him championing population issues, including job creation and social development, on a continental scale. Additionally, he was appointed as the Envoy for Africa by the Clover Climate Alliance in 2023, focusing on sustainability, which aligns with his commitment to promoting green jobs and integrating climate-resilient labor policies.

Positions and Engagements

Dr. Pelpuo’s career in governance spans several key roles that have equipped him with valuable insights into national and regional development. From 2002 to 2004, he worked as a Development Consultant, where he trained and evaluated local government officials in seventeen districts in the Volta and Northern Regions of Ghana. This experience helped him understand how to support district and municipal assemblies in developing their own long-term development plans. He was also part of a team contracted by the National Development Planning Commission (NDPC) and the World Bank to conduct Beneficiary Assessments on poverty reduction efforts in three regions of Ghana.

From 1999 to 2002, Dr. Pelpuo served as the Director of Administration and Finance at the National Youth Council, where he coordinated youth development activities across all ten regions of Ghana. He was also in charge of research and policy planning, ensuring that financial decisions were aligned with the overall development goals. Prior to this, from 1994 to 1999, Dr. Pelpuo was the Director of the Issa Youth Leadership Training Institute in the Upper West Region, where he oversaw the training of young people in leadership and technical skills. His early career also included roles as a District Youth Coordinator in Wa District and the Acting Regional Youth Coordinator for the National Youth Council in the Upper West Region.

Elected Positions

Dr. Pelpuo has held several significant elected leadership roles, further demonstrating his ability to lead and influence others. He served as the President of the Upper West Region Democratic Youth League of Ghana from 1987 to 1990, as well as the President of the Northern Students Union at the University of Cape Coast from 1991 to 1993. Additionally, he held leadership positions such as President of the Current Affairs Club and President of the Tertiary Education and Institutions Network (TEIN) at the University of Cape Coast from 1992 to 1994.

The Mandate of the Ministry

The Ministry of Labour, Jobs, and Employment is tasked with formulating labor policies, coordinating employment interventions, promoting harmonious workplace relations, and ensuring workplace safety. Dr. Pelpuo’s extensive experience in governance, coupled with his unwavering commitment to public service, aligns perfectly with the Ministry’s mandate.
