Government to announce bold measures in 2025 Mid-Year budget review on July 24

The Mid-Year Budget will focus on boosting revenue, funding infrastructure, and sustaining IMF-backed reforms.

Government is set to unveil bold new measures aimed at strengthening domestic revenue mobilisation when it presents the 2025 Mid-Year Budget Review to Parliament on Thursday, July 24.

Finance Minister Dr. Cassiel Ato Baah Forson will lead the presentation, which is expected to focus heavily on the country’s fiscal performance during the first half of the year. The review will also outline strategies to sustain Ghana’s ongoing economic recovery under the International Monetary Fund (IMF)-backed programme.

Key areas of emphasis will encompass revenue generation, spending efficiency and possible adjustments to existing tax policies. The review is expected to offer a critical assessment of economic management, covering progress on revenue targets, public expenditure, debt servicing, and overall policy implementation.

Revenue mobilisation remains a top government priority, especially as preparations advance for major infrastructure projects—most notably the construction and rehabilitation of key roads. Meeting revenue targets is considered essential to financing these projects without compromising fiscal discipline.

Among the anticipated updates, Dr. Forson is expected to report on the impact of recent tax measures, including:

The implementation of the ₵1 fuel levy, the removal of the Electronic Transfer Levy (E-Levy), and ongoing efforts to simplify the VAT system, including the potential removal of the COVID-19 levy.

Ghana has so far met several structural benchmarks under the IMF programme and the government is determined to maintain momentum and avoid any reversal of progress.

For 2025, the domestic revenue mobilisation target is set at over ₵200 billion.

In addition, the Finance Minister will provide updates on flagship initiatives such as the 24-hour economy policy and the Big Push infrastructure programme. He is expected to outline the funding strategies to support these initiatives in the second half of the year.
