Finance Minister Dr. Cassiel Ato Forson has reaffirmed the government’s commitment to maintaining price stability as part of the 2026 economic agenda.
Presenting the 2026 Budget Statement to Parliament on Thursday, November 13, 2025, he highlighted efforts to consolidate gains in inflation control, which now stands at 8 percent.
“End-year inflation of 8.0 percent, to consolidate the progress made in bringing prices under control and ease the cost of living for households,” he said, underscoring the government’s priority on protecting consumers.
Dr. Forson also outlined medium-term macroeconomic projections, indicating that the economy is expected to maintain stable inflation within the 8 ± 2 percent target band through 2028.
“Inflation will stay within the 8±2 percent target band, reflecting a firm grip on price stability,” he stated.
The Finance Minister linked the inflation target to broader economic objectives, noting that steady prices would support growth, job creation, and investment.
“Real GDP is set to rise steadily, averaging about 4.9 percent; Non-oil GDP is programmed to grow around 5 percent; The fiscal balance will remain strong, with a primary surplus of 1.5 percent of GDP from 2026 onward; and Gross International Reserves are expected to provide at least three months of import cover to anchor external resilience,” he added.
For 2026 specifically, Dr. Forson said the government aims to sustain low inflation while promoting growth and fiscal discipline.
“Overall real GDP growth of at least 4.8 percent, driven by continued expansion in infrastructure, services and agriculture; Non-oil real GDP growth of at least 4.9 percent, underscoring our commitment to diversifying growth.
A primary surplus of 1.5 percent of GDP on commitment basis, in line with our fiscal responsibility framework to sustain discipline and debt sustainability; and Gross international reserves of not less than three months of import cover, ensuring a strong external sector and a strong defense for the Ghana Cedi,” he said.
