Ghana Water Limited Inaugurates New Board to Drive Sector Reform

Ghana Water Limited (GWL) has inaugurated a newly constituted Board of Directors, tasked with transforming the state utility into a benchmark for efficiency, innovation, and accountability in the delivery of safe and reliable water nationwide.

At a ceremony in Accra, the Minister for Works, Housing and Water Resources, Hon. Kenneth Gilbert Adjei, administered the oath to the new Board, calling the occasion a “solemn national obligation” that signifies the country’s commitment to better governance in the water sector.

The nine-member Board is chaired by Mr. Eric J. Biliguo Adama, a presidential nominee. Other members include Mr. Adam Mutawakilu, the Acting Managing Director of GWL; Dr. Hadisu Alhassan (Worker’s Representative); Prof. Afishata Mohammed Abujaja; Alhaji Abu Mahama; Mr. Ibrahim Abdul Jalil; Mr. Agbesi Nutsu; Prof. Jasper A. Ayelazuno; and Mr. Mathias Kwame Ntow.

The Minister underscored the growing importance of water as not just a basic need but a strategic national asset essential for health, industry, education, and development.

“Your responsibility involves overseeing the management and strategic direction of an organization whose success will be evaluated not only through financial performance but also by its impact on lives,” he said.

He also identified challenges in the urban water sector—including aging infrastructure, high levels of Non-Revenue Water (NRW), and limited capital investment—and urged the Board to steer GWL toward innovation and improved service delivery.

“You are expected to be architects of transformation. From bureaucratic inertia to dynamic innovation — you must lead with vision, act with integrity, and govern with transparency,” he added.

To guide the Board’s work, the Ministry and the State Interests and Governance Authority (SIGA) will introduce Key Performance Indicators (KPIs) such as reducing NRW from 50.55% to 30% by 2028, increasing urban water coverage to 95%, and improving revenue collection efficiency to 98%.

Board Chairman Mr. Eric J. Biliguo Adama, in his remarks, expressed gratitude to President John Dramani Mahama for the trust reposed in him. He pledged the Board’s full commitment to meeting the KPIs and improving nationwide water access.

“We fully understand the weight of the responsibility placed upon us, and we are determined to work collaboratively with management to deliver tangible results that will improve water access and service delivery for all Ghanaians,” he said.
