The Ministry of Lands and Natural Resources has announced plans to significantly improve service delivery in land administration, targeting a 30-day turnaround for the completion of all land registration applications.
Delivering an update at the Government Accountability Series held at the Presidency on Wednesday, July 23, 2025, the Minister, Hon. Emmanuel Armah-Kofi Buah, said the initiative is part of government’s broader agenda to reset Ghana’s land governance system through transparency, decentralisation, and digitisation.
“The Lands Commission is working towards a turnaround time for the completion of all applications within 30 days,” the Minister stated.
As part of this effort, the Ministry has also directed the Lands Commission to decentralise its operations to all districts across the country. So far, 90 new district offices have been identified in underserved areas, with a target to establish a Lands Commission office in every district by the end of 2025.

“This initiative aims at bringing land services closer to citizens, reducing congestion at regional offices, and strengthening land governance at the local level,” he explained.
To further enhance service delivery, the Ministry has upgraded the Enterprise Land Information System (ELIS) to boost transparency and public access to land-related information such as fees and processes. A new QR code feature with address verification has also been introduced to authenticate and validate site plans, cutting down delays in registration.

The Minister added that the government is also reviewing the 1999 National Land Policy to align it with international best practices and emerging trends. The updated policy is expected to be finalised by December 2025 following stakeholder consultations.
These measures, according to Hon. Armah-Kofi Buah, are in line with the government’s commitment to building a responsive, efficient, and transparent land administration system for national development.
