TUTAG begins indefinite strike over 27-month arrears, post-retirement contracts

Lecturers withdraw teaching and supervision services over unpaid arrears and changes to service conditions.

The Technical University Teachers’ Association of Ghana (TUTAG) has commenced an indefinite strike over unpaid remuneration owed lecturers on post-retirement contracts and concerns over changes to its agreed Scheme of Service.

The strike took effect on Thursday, October 1, 2026, following a unanimous decision by TUTAG Congress on September 24.

According to TUTAG, during a media briefing at Ho Technical University, National President Prof. Deodat E. Adenutsi said some lecturers engaged on post-retirement contracts had gone more than 27 months without receiving their remuneration despite rendering services under valid contracts.

“Tragically, some of these affected colleagues have died while awaiting the payment of their remuneration,” Prof. Adenutsi said, describing the situation as “the human cost of prolonged non-payment.”

The Association is demanding the immediate payment of all verified outstanding remuneration and a clear written timetable for settling the arrears, including payments due to deceased members through their lawful representatives.

TUTAG is also protesting what it describes as unilateral changes to the 2021 Scheme of Service without consultation.

The concerns include the classification and remuneration of university librarians, as well as a GTEC directive requiring Assistant Lecturers and Assistant Research Fellows to obtain PhDs before being redesignated as Lecturers or Research Fellows.

Prof. Adenutsi said the 2021 Scheme of Service provided for PhD enrolment alongside other requirements, including years of service, teaching performance and publications.

As part of the industrial action, TUTAG members have withdrawn from teaching, supervising students’ research and submitting examination marks.

They will, however, continue to perform other professional duties, including attending meetings, serving on boards and committees, conducting research and rendering community service.

“We recognise the disruption industrial action causes to students, families and university communities. As teachers, we take that consequence seriously,” Prof. Adenutsi said.

TUTAG said it first raised the concerns publicly on August 14, 2026, and subsequently engaged the Ministries of Education and Finance, the Ghana Tertiary Education Commission (GTEC), the Fair Wages and Salaries Commission and the National Labour Commission.

The Association said the 2025/26 Book and Research Allowance is no longer a substantive basis for the strike after GTEC confirmed that the first batch of payments had been released for processing.
