The Ghana Chamber of Construction Industry (GhCCI) has appealed to the government to urgently release funds for outstanding Interim Payment Certificates (IPCs) owed to contractors, consultants, and suppliers in the construction sector.
In a letter addressed to the Minister for Roads and Highways, Hon. Kwame Governs Agbodza, and dated September 29, 2025, the Chamber expressed concern over the financial distress caused by delayed payments, despite assurances from President John Dramani Mahama that all arrears would be cleared by the end of July 2025.
According to the Chamber, the delays have made it difficult for contractors to meet payroll and operational obligations, while consultants and suppliers are struggling with mounting arrears. The situation, it said, has also attracted legal threats and enforcement actions from statutory institutions such as the Social Security and National Insurance Trust (SSNIT) and the Ghana Revenue Authority (GRA) over unpaid deductions and taxes.
The Chamber warned that continued delays could undermine confidence in the government’s credibility and disrupt critical infrastructure projects across the country.
In its letter, signed by Chief Executive Officer Emmanuel A. Cherry, the GhCCI called on the government to:
- Immediately release all outstanding IPC payments in line with the President’s earlier commitment.
- Establish a transparent and time-bound payment schedule to assure contractors and financiers of predictable cash flow.
- Engage industry stakeholders, including the Chamber, in monitoring disbursements to enhance accountability.
The Chamber commended the government for the Big Push Agenda, describing it as a bold and transformative policy that could drive Ghana’s infrastructural development if payment challenges are promptly addressed.
It stressed that swift government action would help protect thousands of jobs, sustain ongoing projects, and strengthen trust between the government and private sector partners.
Copies of the letter were also sent to the Vice President, Chief of Staff, Minister for Finance, Speaker of Parliament, and the Chairman of the Council of State.
