Laboma beach demolition: Hold Assembly staff accountable for giving illegal permits – ChaLoG Prez

Dr. Richard Fiadomor says some assembly staff, especially in the works department, knew about the unpermitted buildings and must be held accountable, even as clearing the site remains the urgent priority to stop another June 29-style flood

The President of the Chamber for Local Governance (ChaLoG), Dr. Richard Fiadomor has called for real accountability from some staff of the La Dade-Kotopon Municipal Assembly after the demolition of structures at Laboma Beach.

Reacting to the demolition of structures inside the Kpeshie Lagoon buffer zone, Dr. Fiadomor said pulling the buildings down should not be the final word on the matter as the land was sold and construction went ahead inspite of the fact that most of the buildings simply did not have the proper permits.

This, he said on Starr FM’s Morning Show, Morning Star, was possible because certain people inside the assembly were aware of the projects right from the start.

“The extent that those structures do not have permits, and they went ahead to not only sell the land, but to also build on it. Yes, some persons within the assembly… knew for the project or when the project began,” he said.

He pointed specifically to staff in the works department.

“So obviously some staff of the assembly are complicit, especially those who are within the works department. Yes, the issue of prosecution can come in,” he added.

Dr. Fiadomor stressed furthe government owes it a duty to ensure that structures do not spring up in the area again.

“But I agree with you that it should not be the end of the matter because there is some complicity on the part of the staff, and they must also be held accountable.”

The demolition, which started on Sunday 13 September 2026, is being carried out by the Post-Flood Mitigation Task Force under the 48 Engineer Regiment of the Ghana Armed Forces, with support from the Greater Accra Regional Security Council.

It follows a 21-day notice issued in early August telling people occupying the protected buffer zone of the Kpeshie Lagoon at Laboma Beach to move out or take down the structures themselves.

According to officials, the buildings were blocking waterways and making flooding worse across Greater Accra, especially after the heavy rains and flooding of 29 June 2026 that caused serious damage and loss of life.

More than 20 structures, including well-known beachfront spots, have already been brought down as part of wider efforts to restore the lagoon buffer zone, clear silted channels, and reduce the risk of future floods.

Although business owners in the area have spoken of their disappointment and the impact on jobs, with some estimating that thousands of workers could be affected, authorities have insisted the operation is limited to marked illegal structures inside the buffer zone and forms part of the government’s broader response after the June floods.
