TOR records 216% increase in product storage volumes between 2024 and 2026

The Tema Oil Refinery (TOR) has recorded a 216.19% increase in product storage volumes between 2024 and 2026, as management steps up efforts to restore the refinery’s commercial operations and strengthen its role in Ghana’s petroleum supply chain.

Managing Director of TOR, Edmond Kombat, disclosed this at the Government Accountability Series at Jubilee House on Monday, October 26, 2026.

According to him, the refinery’s product storage volumes rose from 426,954 metric tonnes in 2024 to 1,107,389 metric tonnes in 2025, representing a year-on-year increase of 159.37%.

The volume increased further to 1.35 million metric tonnes in 2026, representing an additional 21.91% rise over the 2025 figure.

“Overall, this represents a 216.19% increase between 2024 and 2026, demonstrating significant growth in TOR’s product storage activity and its contribution to Ghana’s petroleum supply chain,” Mr Kombat said.

He explained that the increase formed part of a broader recovery strategy aimed at restoring confidence among petroleum service providers, expanding commercial activity and positioning the refinery for long-term sustainability.

TOR recovery efforts

Mr Kombat said that when the current management assumed office in May 2025, the refinery’s major processing units were inactive, leaving the company largely dependent on renting out storage space to petroleum service providers.

The Crude Distillation Unit (CDU) had been out of operation since April 2021, while the Residual Fluid Catalytic Cracking (RFCC) unit had been shut down since 2019.

In response, management introduced measures to improve cash controls, extend operating hours at the loading gantry and strengthen accountability in product handling.

These interventions, he said, helped rebuild confidence among private petroleum companies and regional partners, encouraging them to store and lift petroleum products through the refinery.

TOR also resumed crude oil processing on December 19, 2025, following the completion of turnaround maintenance on the CDU.

Collaboration to restore operations

The Managing Director attributed the refinery’s recovery efforts partly to collaboration with key institutions in Ghana’s petroleum sector, including the National Petroleum Authority (NPA), the Ghana National Petroleum Corporation (GNPC), GOIL and the Bulk Oil Storage and Transportation Company (BOST).

He said the growth in storage activity, combined with the resumption of refining operations and renewed crude oil supplies, had positioned TOR to make a stronger contribution to the country’s petroleum supply chain.

The refinery’s latest storage figures reflect the expansion of its commercial activities as management continues efforts to restore its processing capacity and establish a more sustainable operational model.
