A 31-year-old trader, Dorcas Twene Amankwa, has been convicted and sentenced to five years imprisonment over a GHc402K enlistment scam by the Circuit Court in Accra.

Dorcas Amankwa, who was 28 years in 2021 when the incident happened, was found guilty of Defrauding by false pretenses after prosecution led by Assistant Superintendent of Police (ASP) Amoah Richard called witnesses to give evidence.

The Court presided over by Her Honour Mrs. Evelyn Asamoah after convicting her sentenced her to five years in prison to serve as a deterrent to others.

The convict is said to have falsely represented that she works at the Jubilee House and has slots in the various security agencies for recruitment.

She succeeded in defrauding some 97 victims through an Immigration Officer, who was the Complainant in the matter.

Brief facts

It was the case of the Prosecution led by ASP Amoah Richard that, the Complainant – Michael Amoah, is an Immigration Officer residing at Nsawam whilst the accused, Dorcas Twene Amankwa is a trader residing at Nsawam.

He said, that somewhere in 2021, the accused person presented to the complainant that she works at the Jubilee House and that she has protocol slots.

ASP Amoah Richard said the accused said with that those protocol slots, she could recruit people into the various security agencies in the country.

She then encouraged the complainant to bring people for the protocol enlistment at a fee ranging from GH¢7,000.00 to GH¢15,000.00.

ASP Amoah Richard said, the complainant also sold the idea to his acquaintances and other individuals.

“Those who bought into the idea paid various sums of money ranging from GH¢7,000.00 to GH¢15,000.00 to the complainant which he also handed to the accused person for the protocol enlistment,” the Prosecutor said.

“In total, the accused person collected an amount of GH¢402,000.00 from the complainant to enlist Ninety-seven (97) people into Ghana Immigration Service, Ghana National Fire Service and other security agencies,” ASP Amoah Richard.

The Prosecution said the accused person failed to enlist the people in the various security agencies.

ASP Amoah Richard said, the Complainant became alarmed and reported the matter to the Police for assistance.

He said, that on May 4, 2022, the accused person was arrested for investigation, and in her written investigation cautioned statement to the Police, she admitted having collected an amount of GH¢400,000.00 from the complainant to enlist forty-nine (49) acquaintances of him into Ghana Prison Service, Ghana Immigration Service and Ghana Police Service.
