The Minority Caucus in Parliament has sharply criticised the 2026 Budget, accusing the NDC government of failing to deliver on its economic promises and significantly underspending on key sectors.
Addressing the press on Friday, November 14, former Finance Minister Dr. Mohammed Amin Adam said, “It’s not a crime to accept failure when the evidence is glaring.”
According to the Minority, the government has systematically under-executed the 2025 budget, leaving critical ministries without the resources needed for goods, services, and infrastructure.

They noted that only 56% of the approved allocation for goods and services had been released, while capital expenditure reached just 34%, a trend they say undermines job creation, public investment, and long-term economic growth.
Dr. Adam stressed that recognising shortcomings is essential for restoring fiscal discipline and ensuring sustainable development.
Their remarks come a day after Finance Minister Dr. Cassiel Ato Forson presented the 2026 Budget, themed “Resetting for Growth, Jobs and Economic Transformation.” Dr. Forson assured Parliament of a major “Big Push” for infrastructure, exports, and employment.
However, the Minority dismissed the budget as “growthless, jobless and minimalist,” arguing that the government’s promises are inconsistent with the figures and execution levels recorded so far.
