The Attorney General and Minister for Justice, Dr. Dominic Ayine, has discontinued prosecution against Mildred Donkor, the third accused in the ongoing GHS 49 million theft case involving former National Signals Bureau Director, Kwabena Adu-Boahene, and his wife, Angela Adjei-Boateng.
A notice filed at the High Court in Accra on October 15, 2025, confirmed that Donkor has been formally discharged under Section 59 of the Criminal and Other Offences (Procedure) Act, 1960 (Act 30), following her agreement to testify for the prosecution.
Her testimony is expected to provide crucial insights into the alleged misappropriation of state funds linked to Adu-Boahene, Adjei-Boateng, and their company, Advantage Solutions Limited.
Donkor’s role in the case shifted after she dismissed her lawyer in open court on July 18, signaling a change in her legal strategy.
In her witness statement, she detailed her long-standing association with the first and second accused, which dates back to their time together at Cedar Mountain Assemblies of God Church in East Legon.
She explained that she became a director of Advantage Solutions Limited at Adu-Boahene’s request, mainly to satisfy company registration requirements, and that her role was largely nominal.
Donkor further revealed that she managed various financial transactions for the accused, including the withdrawal and delivery of substantial sums from Advantage Solutions Limited and BNC Communications Bureau Limited.
She testified that pre-signed cheque books allowed her to withdraw amounts ranging from GH¢2,000 to GH¢1 million at the direction of Adu-Boahene and his wife, with funds either handed directly to them or to Adu-Boahene’s mother.
Background investigations indicate that Adu-Boahene, as director of the National Signals Bureau, signed a $7 million contract with an Israeli firm, ISC Holdings Limited, for cybersecurity equipment.
However, no equipment was delivered, and the cedi equivalent of GHS 49.1 million was allegedly diverted into private accounts controlled by Adu-Boahene and Adjei-Boateng.
The couple is accused of using these funds to acquire properties in Accra, Kumasi, London, and a fleet of luxury vehicles, with Donkor assisting in some of the transactions.
